Gives a common framework to describe and specify learner needs and preferences on the one hand and the corresponding description of the digital learning resources on the other hand so that individual learner preferences and needs can be matched with the appropriate user interface tools and digital learning resources.

1.1 Statement of Scope

ISO/IEC24751 is intended to meet the needs of learners with disabilities and anyone in a disabling context.

This part of ISO/IEC24751 provides a common framework to describe and specify learner needs and preferences on the one hand and the corresponding description of the digital learning resources on the other hand so that individual learner preferences and needs can be matched with the appropriate user interface tools and digital learning resources.

NOTE1 ISO/IEC24751-2 and ISO/IEC24751-3 focus on the delivery of digital resources in an accessible, computer-mediated learning environment.

NOTE2 Many jurisdictional domains have instituted policies or legislation that require equal access to education or information for individuals with disabilities (as defined by the World Health Organization). ISO/IEC24751 can be used to assist in meeting these requirements (see AnnexC for a list of example policies and legislation).

NOTE3 It is anticipated that there will be additional parts to extend ISO/IEC24751 to describe non-digital learning resources and resource adaptability in non-computer-mediated learning environments, resource delivery with respect to the technical requirements of a user\'s device, as well as individual needs and preferences related to culture and language.

1.2 Exclusions

1.2.1 The creation of accessible content

This part of ISO/IEC24751 does not (nor do ISO/IEC24751-2 and ISO/IEC24751-3) describe how to create accessible content.

NOTE Other work exists and standards are under development that describe how learning content can be made more accessible.¹⁾

1.2.2 Person: organization and public administration

This part of ISO/IEC24751 does not (nor do ISO/IEC24751-2 and ISO/IEC24751-3) define how to deal with types and roles of Persons, (and two sub-types of Person namely organization and public administration).

NOTE Other standards exist and are under development that address these and related issues.²⁾

ISO/IEC24751 focuses on individuals and their needs and preferences from an accessibility perspective.

1.3 Aspects not currently addressed

This part of ISO/IEC24751 does not currently support the following:

• individual needs and preferences and resource descriptions related to non-digital learning resources and adaptability of learning resources in non-computer-mediated environments;

• individual needs and preferences and digital resource descriptions related to digital resource delivery with respect to technical requirements of a user\'s device;

• individual needs and preferences and digital resource descriptions related to culture and language;

• individual needs and preferences and digital resource descriptions related to location-based services;

• individual needs and preferences and digital resource descriptions related to events and places;

• individual needs and preferences and digital resource descriptions related to time-based services;

• individual needs and preferences and digital resource descriptions related to multi-granularity of aggregations of heterogeneous resources and services.

NOTE It is expected that these aspects will be addressed in future parts and, when necessary, this part of ISO/IEC24751 will be amended accordingly.
