NSAI in exercise of the power conferred by section 16 (3) of the National Standards Authority of Ireland Act, 1996 (No. 28 of 1996) and with the consent of the Minister for Jobs, Enterprise and Innovation, hereby declare as follows:

1. This instrument may be cited as the Standard Specification (Non-domestic gas installations (Edition 3):2019) Declaration, 2019.

(1) The Specification set forth in the Schedule to this declaration is hereby declared to be the Standard Specification for Non-domestic gas installations (Edition 3):2019.

(2) The said Standard Specification may be cited as Irish Standard 820:2019 or as I.S. 820:2019.

3.
(1) The Standard Specification (Non-domestic gas installations (Edition 2):2010) Declaration 2010 is hereby revoked.

(2) Reference in any other Standard Specification to the Instruments hereby revoked and to Irish Standard 820:2010 thereby prescribed, shall be construed, respectively, as references to this Instrument and to Irish Standard 820:2019

Foreword

The committee responsible for this Standard is the Gas Technical Standards Committee, Subcommittee SC 03, (TC2), Installations and Appliances.

This Standard represents a standard of good practice but compliance with it does not confer immunity from relevant legal requirements, regulations and local by-laws. In addition, this Standard does not consider contractual arrangements, qualifications or authorisations, imposed by gas suppliers or public authorities, upon companies who design, construct or work on gas installations.

Attention is drawn to the legal requirements that exist when engaging in gas installation work, including the following:

— Regulation (EU) 2016/426 of the European Parliament and of the Council of 9 March 2016 on appliances burning gaseous fuels and repealing Directive 2009/142/EC;
— S.I. No. 126 of 2018, European Union (Appliances burning gaseous fuels) Regulations, 2018;
— Irish Building Regulations, as amended;
— S.I. No. 286 of 1988, Local Government (Multi-Storey Buildings) Regulations, 1988;
— Energy (Miscellaneous Provisions) Act 2006, as amended;
— S.I. No 225 of 2009, Electricity Regulation Act 1999 (Gas Works) Regulations 2009;
— S.I. No. 299 of 2011, Electricity Regulation Act 1999 (Liquefied Petroleum Gas Works) Regulations 2011; and
— S.I. No. 291 of 2013, Safety, Health and Welfare at Work (Construction) Regulations.

Reference has been made to I.S. EN 1775 in compiling this Standard.

This Standard supersedes I.S. 820:2010, the main changes are:

− Inclusion of outdoor catering (Annex O), and mobile catering and display units (Annex N);
− Requirements on pipework through adjacent property;
− Additional guidance on pipework identification;
− Requirements on maximum intervals between pipe supports;
− Additional requirements on resistance to fire;
− Additional guidance on external and internal buried pipework;
− Additional requirement for gas detection on indoor LPG pipework below ground level;
− Introduction of safety precautions for existing installations;
− Introduction of test fluid stabilisation period and test duration tables;
− Additional safety measures to be put in place prior to purging from fuel gas;
− Requirement on safe electrical isolation/disconnection;
− Introduction of two stage regulator systems on LPG cylinders;
− Updated Annex B - Gas supply systems;
− Updated Annex E – Safety inspections of existing non-domestic installations; and
− Updated Annex G – Service shaft ventilation.

Nothing in this Standard prevents the use of technical development.

This Standard may involve the use of substances and procedures that may be injurious to health and/or the environment if adequate precautions are not taken. It refers only to technical suitability and does not absolve the user from legal obligations at any stage.

Protection of the environment is addressed in a broad sense. This means the total life cycle aspects of, e.g. a product on the environment, including expenditure of energy and during all phases from mining of raw materials, fabrication, packaging, distribution, use, scrapping, recycling of materials, etc. Annex M lists the clauses that address environmental aspects.

Schedule

1 Scope

This Standard specifies the requirements for natural gas and liquified petroleum gas (LPG) installations in commercial and public access buildings, outdoor catering, mobile catering and display units at maximum operating pressures not exceeding 5 bar, and industrial gas installations at maximum operating pressures not exceeding 0,5 bar, from the point of delivery up to and including the appliance(s) in these non-domestic premises.

NOTE 1 For industrial gas installations at pressures at or exceeding 0,5 bar, refer to I.S. EN 15001-1 and I.S. EN 15001-2.

This Standard specifies the requirements for the:

— design, construction and testing of pipework, pipework ancillaries and meters for new installations, replacement of parts, or extensions to existing installation pipework;
— purging of air from and the admission of gas to pipework installations, and handover to the duty holder;
— installation and commissioning of appliances; and
— safe operation and maintenance of installations in use.

NOTE 2 The requirements for the installation of domestic type appliances in non-domestic buildings are set out in I.S. 813. Boilers with a rating of ≤ 70 kW are considered to be domestic appliances.

NOTE 3 It is possible to have more than one type of gas installation within one building, e.g. catering, hot water production or space heating in an industrial premise.

NOTE 4 The requirements for the installation of gas service pipes to the point of delivery are set out in S.R. 12007-5 where gas is supplied from a natural gas main, or an LPG distribution system.
