    Specifies the behaviour of DSAs in exercising the DAP, the DSP, or both, that is required to carry out Distributed Operations in accordance with these requirements. Defines static capabilities that are required by DSAs in order to achieve acceptable levels of service in cooperation with other DSAs; procedures, based on procedures given within the base standards, in the detail required to achieve consistency and interoperability; protocol use, as required to implement the procedures.
