    La specifica tecnica descrive le caratteristiche del protocollo CTE, definito dalla UNI/TS 11291-1 e destinato alla gestione locale e remota dei dispositivi. Il protocollo CTE permette di svolgere le funzioni di trasporto dati con maggiore efficienza e sicurezza rispetto a quanto oggi implementato, garantendo nel contempo la piena compatibilità col protocollo esistente utilizzato per la telegestione dei correttori di volume (non standard). L'uso del protocollo CTE permette sia la gestione degli apparati già installati da parte di nuovi centri, sia la gestione di apparati nuovi da parte di vecchi centri.
