Gives a transitional period to 30 June 1995, during which the Member States shall allow the placing on the market and bringing into service of PPE manufactured in conformity with the national regulations in force in their territory on 30 June 1992, provided that these provisions are compatible with the Treaty of Rome. Unlike the original transition period allowed under Article 5.3 of the PPE Directive, this period will cover all PPE, including that of 'simple design' affording protection against minimal risks and regardless of whether or not there are harmonised European standards available. Excludes from the scope helmets and visors intended for users of two- or three-wheeled motor vehicles and requests the Commission to submit early proposals on appropriate rules for the manufacture of such helmets.
