This special report is the output of a workshop conducted for the Department of Transportation Office of Commercial Space Transportation. It discusses the many aspects of transferring space transportation technology from the familiar arena of government-sponsored programs to the new situation of launch services conducted in an entirely commercial market. One of the principal means for effecting this transfer is voluntary consensus standards. Identifies standards that can, and will be, critical to efficient and effective licensing of commercial space transportation operations.
