Specifies flammability requirements for materials which are used in or on toys. For fabric or paper, the requirements include a minimum surface burning time for all toys, as well as minimum burning and ignition times for play enclosures (e.g. tents) and playwear (e.g. cowboy outfits, nurses' uniforms). Labelling is specified for fabrics which are considered to present a high fire danger. For other materials, a minimum flashpoint is specified for liquids. Highly flammable materials (e.g. celluloid acetate fibre) are prohibited for use on toys. Test procedures are described.
