Describes recommended procedures for financial evaluation of an energy management program permitting evaluation of cost-effectiveness of competing energy management options. Includes methodology and examples of use of a standard method of calculation of the net present cost for each of a number of competing proposals for an energy management program. A computer program, entitled 'TEMPEST', to perform the calculations and produce the printouts reproduced in the Standard, together with its user manual, will be available for separate sale.
