1.2This guide primarily addresses fleets of non-tactical motor vehicles and aircraft but may also include other commodity groups such as waterborne vessels and specialized mobile assets.

1.3This guide does not override or increase requirements specific to governmental authorities. However, to the greatest extent practicable, the guidance in this guide should be considered by these entities where efficiencies may be gained.
