Defines requirements for a generalized exchange format for holding records describing material capable of bibliographic description in addition to other types of records. Does not specify the length or content of individual records and does not attribute any meaning to tags, indicators or identifiers, as these definitions are the functions of an implementation format. Covers a generalized structure, a framework made specifically for communications between data processing systems and is not to be used for processing format within systems.
