Refers to liquid asphalt materials in the form of aqueous emulsions of the anionic high float type for road building and other similar uses. Consists of paving asphalts dispersed in an aqueous phase, and can contain a light petroleum distillate. The residual bitumen exhibits resistance to flow regardless of penetration of the asphalt and has non Newtonian flow characteristics.
