Section 305 and chapter 8 of title 47, United States Code, Office of Management and Budget (OMB) Circular A-11, Part 2, Sec. 33.4, and the Manual of Regulations and Procedures for Radio Frequency Management require certification of spectrum support prior to authorization to operate for experimental testing (Stage 2), developmental testing (Stage 3), or operation (Stage 4) of new major spectrum-dependent (S-D) systems and equipment.
