Dieser Teil der IEC 61290-4 gilt für derzeit handelsübliche Lichtwellenleiter-Verstärker (en: optical amplifier - OA) und Systeme mit optischer Verstärkung. Insbesondere gilt sie für Lichtwellenleiter-Verstärker, bei denen optisch gepumpte Fasern zur Anwendung kommen (faseroptische Verstärker; en: optical fibre amplifier - OFA), die auf mit Seltenerdmetallen dotierten Fasern beruhen, wie in IEC 61291-1 angegeben, z. B. Erbium-dotierte Lichtwellenleiter-Verstärker (en: erbium doped fibre amplifiers - EDFA).
