Proposes requirements for personal flotation devices with a high level of buoyancy designed to maintain the wearer in a safe floating position and intended for use aboard pleasure boats which may venture beyond sheltered waters, and in other situations where water conditions or injury may impede the wearer's ability to swim. Proposed changes include the removal of the in-water performance requirement for a personal flotation device in the upper range of body mass to turn the wearer from a face-down position to a safe floating position, and the listing of additional allowable high visibility colours. Appendices include comparative test methods for the maintenance of a safe floating position.
