Describes a general description on risk management methodology for marine Aids to Navigation (AtoN) including Vessel Traffic Services (VTS) through the analysis of all the hazards in a waterway so that all transit risks are effectively managed by AtoN authorities. The Guideline may be used when assessing the optimum mix of physical and electronic aids to navigation and other waterway facilities. The annexes to the Guideline include an example of its application as well as definitions for some of the risk management related terms used herein.
