This Standard specifies the test method for measuring the 11 mode energy efficiency when a stationary small polymer electrolyte fuel cell power generation unit and small solid oxide fuel cell power generation unit are operated by an 11-mode operation pattern in which the power consumption of a standard residence including starting and stopping is simulated, and the test method for measuring the annual energy consumption when a stationary small polymer electrolyte fuel cell system and small solid oxide fuel cell system are installed in a standard residence.
