This standard establishes s interoperability and performance requirements for analog-to-digital (A-D) conversion of voice by 2,400 bit/second Mixed Excitation Linear Prediction (MELP). The requirements presented in this document must be met in order for systems to be interoperable at 2,400 bit/second. Minimum performance requirements are also provided, but may be exceeded. The performance requirements are provided in Appendix B.
