Dit normontwerp geeft een methode om de technische kwaliteit van bouw- en installatiedelen op objectieve en eenduidige wijze vast te leggen, onafhankelijk van de invloed op de bedrijfsvoering. De vastgelegde methode wordt conditiemeting genoemd. Het resultaat van de conditiemeting is een conditiescore, een bijbehorende registratie van gebreken en kenmerken van gebreken. Dit normontwerp is van toepassing voor alle typen gebouwen en bouwwerken met bijbehorende installaties, conform de gegeven definities in het Bouwbesluit.
