Il spécifie: - conception générale (par exemple les points de référence, le nombre et l'adressage ou les protocoles d'architecture); - l'interfonctionnement entre les réseaux TETRA; - l'interfonctionnement entre les réseaux TETRA avec d'autres réseaux, via des passerelles; - des services supplémentaires applicables aux services de base télé ou porteur TETRA.
