This code shall apply to the design, construction, and limitation of rocket propellant mass and power, as well as the reliability of high power rocket motors and high power rocket motor reloading kits and their components, purchased commercially for sale to or for use by the public for the purpo‐ ses of education, recreation, and sporting competition.
