Diese ÖVE/ÖNORM behandelt die Sicherheit elektrischer Fusswärmer und Heizmatten für den Hausgebrauch und ähnliche Zwecke, deren Bemessungsspannung nicht mehr als 250 V beträgt. Nicht für den normalen Hausgebrauch bestimmte Geräte, die aber dennoch zu einer Gefahrenquelle für die Allgemeinheit werden können, wie z. B. Geräte, die von Laien in Läden, in gewerblichen Betrieben und in der Landwirtschaft verwendet werden, fallen in den Anwendungsbereich dieser Norm. Soweit anwendbar behandelt diese Norm die Gefahren, die üblicherweise von Geräten ausgehen, mit denen alle Personen im Haus und dessen Umgebung umgehen.
