Elaborates and discuses different ways to achieve energy efficiency improvement through energy efficiency obligation schemes and white certificate schemes based on experiences in Europe and describes, if there is a need and/or possibility to harmonise a system in Europe (i.e. to write a standard) as well as to look into why some countries are hesitant to introduce energy efficiency obligation schemes and white certificate schemes at the moment.
