Bellcore's view of procedures for Outage Performance Monitoring (OPM) that may be used for a BOC's Network Switching Elements (NSEs). It informs the vendors of NSEs of the procedures and processes they may expect to see in their dealings with a BOC and in which they may be expected to participate when dealing with a BOC in relation to outage performance monitoring. This document describes how a BOC may analyze causes of system failure and co ordinate corrective actions with its vendors and how it may collect system field performance data to assess the quality, reliability and performance of various products
