Purpose of this agreement is to respond to the following interoperability requirements: a) This doctrine will further contribute to interoperability by describing the fundamentals of the military contribution to humanitarian assistance in accordance with Guidelines on The Use of Foreign Military and Civil Defence Assets (MCDA) In Disaster Relief - 'Oslo Guidelines' and the Inter-Agency Standing Committee Civil-Military Guidelines and Reference for Complex Emergencies. b) It also provides a useful framework for humanitarian assistance activities conducted by a coalition of NATO, NATO partners, non-NATO nations, and to enhance interaction with other organizations.
