    Purpose of this agreement is to respond to the following interoperability requirements: - This doctrine will contribute to interoperability by describing NATOs possible involvement in stabilization and reconstruction. - It explains the nature of stabilization and reconstruction in fragile states and across a range of military operations. - It also provides guidance on the fundamentals of stabilization and reconstruction and serves as the doctrinal basis for interagency coordination and military involvement in stabilization and reconstruction activities.
