Purpose of this agreement is to respond to the following interoperability requirements: - This doctrine contributes to interoperability by describing the fundamentals of counter-insurgency and providing an operational framework for cooperation in (opportunity) coalitions of NATO, NATO partners, non-NATO nations, while enhancing interaction with other (joint, interagency, multinational and/or public) organizations.
