Reliability (including availability and maintainability) is a critical characteristic of a telecommunications product. Frequent service disruption and/or high costs associated with unexpected maintenance and repair activities result in a large expenditure by telephone companies. A comprehensive hardware reliability assurance program would help to ensure that adequate effort is applied to reliability during all phases of the product's life cycle and the product performs reliably throughout it's useful life. This document describes elements of a hardware reliability assurance program for telecommunications products and describes the specific tasks that need to be implemented during different phases of the life cycle
