Bellcore's preliminary view of proposed generic requirements for communication between Operations Systems (OSs) and Network Elements (NEs) for managing testing and test access. It presents an information model that uses the philosophies of Open Systems Interconnection (OSI), while building on the architectural principles of TR-476 (OTGR Section 6). It is proposed that the model be used to provide an information base for the development of messages that support testing and test access for new services, architectures and technologies.
