Measures the minimum optical power required at the input of the single-mode fiber optic system receiver connector (on the line side) to operate at specified Bit Error Ratios (BERs), and to verify that the guaranteed error performance is obtained at the minimum and the maximum optical input power specified by the terminal equipment manufacturer.
