Defines Telcordia's view of network element and network system generic requirements necessary to support the node restart procedures. The node restart procedures enable a restarting node to bring a sufficient number of signalling links into the available state and update its routing information before the exchange of user signalling traffic is resumed. Node restart is a network management function, and occurs at Level 3 of the Message Transfer Part (MTP) of a node.
