Details the Network Management (NM) capabilities of new Stored Program Controlled Switching Systems (SPCSs) designed to serve as end offices. The NM controls, data, & operations support system interface for these switching systems referred to as "local" or "local/tandem" switching systems, are described in as much detail as the generic level of description allows. Included: automatic NM control capabilities related to switching system & TG congestion; manual control capabilities implemented by personnel at the Network Management Center (NMC) or at the center used for NM backup; provision of NM surveillance data for manual control activities; centralization of manual NM control activities through the Network Management Operations Systems; & backup capabilities for accepting critical NM messages on I/O channels.
