La norma specifica i tipi di dati e le modalità di comunicazione fra unità di terra ed unità di bordo tramite comunicazione DSRC a norma UNI 10607. Le quattro parti della UNI 10607 (UNI10607-1:2007, UNI10607-2:2007, UNI10607-3:2007 e UNI10607-4:2007) forniscono la necessaria infrastruttura comunicativa, mentre la presente norma definisce i requisiti su tale mezzo comunicativo, i dati scambiati ed i messaggi di protocollo applicativo usati per realizzare il potenziamento della localizzazione. Le unità di bordo che si basano su tecnologie satellitari per determinare i dati necessari per il pagamento dei pedaggi stradali funzionano in maniera autonoma, ossia senza il bisogno di una infrastruttura stradale per determinare la localizzazione. In situazioni in cui la posizione non può essere determinata (es. in mancanza di copertura satellitare), questa può essere fornita da apposite unità di terra che inviano segnali di posizionamento tramite comunicazione a corto raggio (DSRC).
