La specifica tecnica definisce linee guida per la cooperazione e procedure da seguirsi tra l'Agenzia per l'applicazione della legge (Law Enforcement Agency - LEA) e la Centrale Operativa di Sistema (System Operating Center - SOC) di un sistema per il recupero di un veicolo dopo il furto (After Theft System for Vehicle Recovery - ATSVR), in risposta di allarmi originati da sistemi ATSVR. Al fine di ottimizzare le mutue comunicazioni, la specifica tecnica comprende suggerimenti ed un formato per lo scambio elettronico di informazioni.
