La norma specifica i requisiti per la fabbricazione, prestazione, imballaggio primario ed etichettatura dei petardi e delle batterie di petardi ed i corrispondenti metodi di prova. Si applica ai fuochi artificiali che sono classificati come petardi e batterie di petardi nelle categorie 1, 2 e 3 secondo la UNI EN 14035-2 e che hanno una composizione a scoppio pirotecnica costituita solo da polvere nera.
