Defines a repertoire of Latin alphabetic and non-alphabetic characters for the communication of text in European languages, specifies coded representations for the graphic characters and specifies rules for the definition and use of the defined character repertoire. It also gives, in annexes, definitions of three standard subrepertoires, a summary of the use of non-spacing diacritical marks in combination with the letters of the basic Latin alphabet, a description of the use of the non-spacing underline character, a summary of the use of Latin alphabetic characters, recommendations for fall-back presentations and a summary of the differences from CCITT Recommendations S.61 and S.100.

It does not necessarily apply to the coded character sets used internally between the coding interface and the input-output devices of the terminal equipment.
