Ce guide répond aux différentes problématiques afin que le câblage des colonnes de communications (incluant le branchement jusqu'au client) permette à l'utilisateur final d'accéder à tous les opérateurs de télécommunication à partir de n'importe quel logement avec la garantie pour l'utilisateur final, de recevoir, en sus du service universel, 100 Mbit/s quelle que soit la technologie de l'opérateur choisi. Les recommandations de ce guide s'appliquent tout naturellement aux nouvelles constructions. Cependant il est également conseillé de les suivre à chaque fois que possible et particulièrement en cas de rénovation de bâtiment existants.
